I'm level 1 and have 5/5 exp and it wont let me level to 2.
How do i suppose to level up?

have to talk to the bar keep to lvl up

Correct, talk to a barkeep (there is one in the first tile) and click level up. You don't level up automatically.

Do you have the exp needed to level up?

You must have the apporpriate amount experience. You can check by scrolling over your EXP: Spot in the tool bar. If it says 'LEVEL', and the exp spot is green, go to a bar tender to train :)
