wahza's site generally has more complete information on how to finish the quests, but for some quests it's out of date, because outwar's changed and the site hasn't been updated. also it doesn't have the required levels for most quests, which the outwar wiki does. so check one, and if it doesn't tell you what you need to know, check the other.
