Item Level Requirements?

I noticed that on the treasury you have to be a certin level to buy the item you require therefore i was wondering if there is a level restriction on all items.

Lets say for instance i am level 10 and i saw something on the tradeblock for example a Plate Of The Wild, if i did in fact purchase that item would i not be able to wear it when i recieved the item

If there are level restrictions, the mouseover will show. Sets however have a level requirement to turn the pieces in.

The POTW is perfectly wearable at lvl 10. or lvl 1 when directly given from crewvault.

Nar Zhuls items have lvl 50 restrictions, ast the mouseover says.

Also i am looking for someone to talk to regarding all the new updates i am an old outwar player returning to play the game. All i require is a little guidance any help is much appreciated
