Which part are you on? like what do you have to do now? or have you gotten through all of the tasks

on part 2 of the mini-epic it changes mobs without really saying much...try the kingpin he might have a talk link

But when I spawn him and talk to him to turn in the items there in no option to do so it just matches my quest log.

If you have any of the items in your vault it will not have a turn in link. Make sure everything that is needed is in your backpack.
