either it sigil or its all the other servers but i think the server got like restarted or sumthin...my skills got reseted...and i didnt even reset it..i try to train my skills back,the skill lvl wont go up and everyone is like in one spot....there was like over 200 ppl in one room so im like wtf?

Just Sigil, probably an admins fault, you can move and train skills though.

Skills are trainable now. However, he's right, shield wall and daily grind are gone.
