hmm i can't say this is good, but i can tell you i've been where you are before. you just need a ton of pratice and stuff, look up forums and stuff on how to make pictures. just search for tutorials and try to find a few you like and pratice trying to make those.

Its not bad you just need to go in an other direction. stay away from real people pictures and weird boarders while your starting out.

Better than when I first started, but yeah, stay away from real pics (except stocks when you get better, they're good :)).

I'd suggest go on www.goodtutorials.com and just get used to photoshop, it's tools, and just overall be pretty decent at photoshop.
Then go on some graphics forums (www.gamerenders.com, www.artistic-gfx.com are just a few) I'd suggest GameRenders for you, (the forum part) and just do some newby (no offence) signature tutorials. Once you think you've got the jist of it then go onto moderate signatures and just keep rising until you think you can come up with your own style of making.

try to find some tutorials that give you examples of brushes to use, you can DL brushes at Deviantart.com i think its spelt like that, don't DL tons of shitty brushes, look for examples and use brushes given in that, also learning how to mess with some settings may help you a ton, like scatter for some brushes and shape dynamics.

Erm I'm not sure, I've never used Paint Shop Pro, I guess you could download Gimp for free (a worse version of Photoshop imo).

I think the recommended program is Adobe Photoshop. You can download a haxed version pretty easily online and/or crack it.
