Ricky Smalls can be found in the Hypnotic Lounge. Since Wizzy had already provided you with a link to the map I think it should be easy to find him. If you can't use the map for some reason, follow Angelio St. down past the entrance to Badlands. The room at the bottom there should be the lounge, Ricky is in the second room to the left of the entrance.
