Maybe the quest isn't out yet. If memory serves, the same question was asked about the prophetic harbinger.

As far as i know it STILL !! hasnt been released yet :(

it hasnt been released, i have talked to a level 70 and they say they STILL cant start that part of the quest. thats right, a MAX LEVEL cant start this part yet.

They probably never bothered to finish it. it could have been something Zach was working on before he quit/fired.
