Construction not finishing

I have a massage parlor that the build time has hit 0 but continues to sit in the "currently building" section. I have only used 33 of my 59 building spots so I havent hit my limit yet. Anything I'm missing or a bug?

Construction not finishing i think means you win the game on GreedInc.. that is how Rampid does it irl.
