How do you make pictures like that...im curious. Is there a program you can buy or download??

Like what? If you mean people's profile pics then it's mainly Photoshop.

umm :X ur going to have alot of challenges if you want to make pics... so i suggest don't try if you can't dedicate ur self to it... i put in some time then got bored so i basically waisted time : /... unless i just make my self pictures for fun... and my pics suck ne ways : /.
