I have completed the quest i think.
I have
A Dead Cat: 1/1
A Shoulder Bag: 1/1
Outwar Dollar Bill: 7/7
9mm w/ Scratched Off Serial #: 1/1

but i cant turn the items into Pistol Packer. Can someone help me.

did you put the gun into your vault? because i did that with the refined whirling blade quest, and it confused me for a while. all the items you're turning in have to be in your backpack, not your vault.

if it's not that, i don't know what's wrong.
