Is there anyway to buy pts via paypal .. im from UK.. I had a look at some of the options and i cant seem to find paypal anywhere?

Paypal is unavailable due to the ease in which reclaiming your money is.

With paypal it's very easy to dispute a payment and get your money back.

Thats Correct.

Paypal was a form used wioth text nation back in the day and since it was so easy to refute you'd get your money back literally every time. Due to such it was discontinuned the use of paypal I believe.
