I have property worth more then another syndicate,but they hve more acres and have control. Is this a bug or do you have to own more acres to control the city?

no you dont have to have more acres just more money invested, it's probably a bug or just hasnt updated wait a few mins

I think its the value of your property that matters.
For example someone who builts a cricket pitch, football pitch would use roughly about 30 acres if my math is correct. But someone who builds a super casino using 2 acres would be r
worth 10x as much if not more.

Its all down to the value of your property & not the size.
