Where is the beginning to the tech pants quest(s) and what level do you have to be to start it?

Start in fat tonys nightclub. don't know the level requirement. All info about quest is on the owwiki.

Yeah I know, Outwar Wiki is really helpful. The only thing that wasn't there for that quest was the level requirement, which is why I was curious.

I guess about 35-40 somewhere, i started at 40 i think.
