mods should be equipped with information that any player needs to help them.

You have too many processes running? Restart your computer and try to launch it. If it doesn't work, you may have some sort of spyware/virus taking up too much of your resources. I have got similar errors while trying to run other programs when using another program. If that doesn't work, use malware bytes anti-malware to check for any of the spyware. Still if that doesn't work...think back to see if anything has changed since you last played. Like new programs installed, new computer or even different options set for your anti-virus programs. Hope these suggestions help.

They are very good suggestions, but yeah, i have actually LESS memory taken up then the last time i had this game. UI have checked my antivirus's and ran them, still nothing working...and i installed it on my desktop computer and it has less ram and a worse processor then my laptop, and it runs it just fine, just in low quality. i cant figure this out.

Yea this is what I'm thinking. It's odd though, because I should have enough power to run it, although I did encounter the blue screen of death once. We'll see what happens.
