This bug is very common with all of the Crowns of Power players, and in my opinion is one of the most annoying bugs out right now.
This bug, as you obviously read in the thread subject, affects players quest log. What happens is a player either dies or travels to another zone, and when they try to open their quest log all it says throughout the whole log is "(Complete)" Therefore, if a player gets this bug, they can't view any of their quests that they have in their quest log, and don't know what they need to do for a certain quest they are on.
This bug can happen to any player in any specific zone, but I have found that this bug mainly occurs in Sanctum Mire. No matter where a player is, or what a player is doing, if they die in Sanctum Mire and then try to open their quest log it will be bugged. It always happens when a player dies in Sanctum Mire.
I don't know what causes this bug exactly, so I can't really say how easy it will be for the admins to fix. But it's a pretty small, yet annoying bug that shouldn't be to hard to solve and should be added into the next patch that comes out. Whenever that may be.
