That means you get the max bonus from strength.

Strength gives you bonus HP and Attack at specific levels. At 0% you get no bonus while every few percentiles you get a higher bonus. The bonus is based on your level so the higher your level the higher the bonus becomes. At 100% you get the greatest bonus (though I think you get the highest bonus somewhere around 95-99% actually)
